The Koret-Milken Institute Fellows Program is an initiative of the Milken Institute, with anchor funding from the Koret Foundation and additional support from various other partners, including foundations, individuals and the Israeli government.

The program, established by the Koret Foundation in the 1990s, originally focused on supporting lawmakers with policy research, before the Knesset's Research and Information Center existed. The program's fellows helped legislators thoroughly analyze proposed legislation and examine the results of existing policies.

Since 2004, the Milken Institute has become increasingly involved in the fellows program, taking over its management in 2006 with the mandate of increasing both the impact and quality of the fellow’s work. This demanding, elite program now focuses on not only developing Israel’s future leaders, but on forming policy recommendations for regulators and legislators and suggesting innovative financing structures to achieve many of Israel's goals. Fellows are placed with government ministries and agencies such as the Bank of Israel and the Israel Securities Authority. Academic training has become an important focus (including a graduate level course at Hebrew University and the opportunity for fellows to obtain university credit), and fellows participate in skills building programs and weekly seminars.
